Carnets de route contains information specifically aimed at refugees and refugee claimants, as well as the people assisting them. Carnets de route is intended to help you with the process of settling in when you arrive and during your first few years in Québec. 

 

With Carnets de route, you will enjoy an engaging experience: reliable, organized and accessible information about Québec society, steps to take, to-do lists, timelines, summary diagrams and much more!

Your profile

Refugee Claims

You have made a refugee claim at a port of entry or from inside Canada. You are waiting for your hearing to determine whether you will be recognized as a refugee or person in need of protection.

Accepted Refugee Claims

After making a refugee claim in Canada, you have had your hearing and have been recognized as a refugee or person in need of protection. You can apply for permanent residency.

Refused Refugee Claims

You have had your hearing and have not been recognized as a refugee or person in need of protection. You are exploring the different options available to you.

Refugees

You arrived in Canada as a refugee and with permanent residency. You are being supported by a host organization or sponsorship group (sponsor) during your first year in Québec.

Welcome to Québec! Carnets de route is a single platform that contains the essential information and different steps you need to take to settle in Québec.

 

Carnets de route is a key tool that will help you in the early stages of your journey and is part of the support and help you will receive from a counsellor, professional or volunteer. 

 

The counsellors from the PRAIDAProgramme régional d’accueil et d’intégration des demandeurs d’asile (English: Regional Program for the Settlement and Integration of Refugee Claimants) , your host organization (if you are a Government-assisted refugee (GARGovernment-assisted refugee )), your sponsorship group (if you are being sponsored), refugee health teams, CLSCs and community organizations are the people who can help you along the way.

Counsellors and professionals

Counsellors and professionals work with refugees and refugee claimants. They work in various sectors: community, health, social services, etc.

They can have many titles (service workers, caseworkers, therapists, etc.). For simplicity, we refer to them under the umbrella term “counselors”.

In the PDF versions of Carnets de route, you will find a Web link and QR code that takes you to the Carnets de route website.

To read a QR code, hold your smartphone up to the QR code with your camera activated and click the link that appears.


Hyperlinks 

We often refer to Web pages where you can complete steps or obtain more information. You must visit the hyperlink by clicking it or typing it into a Web browser.

To-do lists

The to-do lists are designed to provide a clear summary of the different steps you need to follow, depending on your situation. You will find the same to-do lists in the PDF versions and on the website. Don’t hesitate to add them to your favourites to come back later and record your progress.

Resources

On the Resources page of the Carnets de route website, you will find contact information for various resources that can support you. Contact them directly to find out more. Don’t hesitate to add them to your favourites to find them more easily. 

The to-do lists should be used in combination with the Resources page of the Carnets de route website. Depending on your needs, these resources can help you with the to-do list items you have to complete.

Favourites

On the Favourites page of the Carnets de route website, you will easily find the items you have bookmarked. Sections of text, to-do list items and resources can be bookmarked and found on the Favourites page.

Carnets de route :

  • Was updated in November 2023. Administrative and immigration procedures often change, so make sure you check the date of the last update. The content is updated regularly.
  • Only applies to people who come to the province of Québec.
  • Mostly contains deadlines that are in calendar days, which means that Saturdays, Sundays and public holidays also count toward the deadlines. However, some deadlines may be in business days (excluding weekends), which is indicated in the text. Please refer to the sources if you have any doubts about deadlines.
  • Is not a substitute for legal advice. It is very important to consult a lawyer or immigration consultant for your refugee claim or for any recourse about decisions about your claim.
  • Is not exhaustive and does not describe all exceptions to specific situations.
  • Contains certain colloquial terms in the PDF versions for simplicity. The use of certain terms in Carnets de route is explained in the website.
  • Does not provide information on specific issues about:
People without legal status

People who fail to appear for a scheduled removal date and who no longer have an official right to be in Canada.

Unaccompanied minors

Children under 18 who arrive in Canada without a legal guardian.
